Every explanation you will read about palmetto bugs starts inside the house. The trap that dried out, the pipe that was never screened, the guest bathroom nobody runs. Those explanations are real and they are the wrong ones here. As the main Apollo Beach page puts it, this was mangrove at low elevation until Francis Corr bought the tract in 1957 and crews dredged the shoreline into something people could live on, and low filled ground holds water against a foundation longer than the sandy soil farther inland does. That single soil fact is the whole story of cockroach control in this community, and it has nothing to do with the age of anybody’s plumbing.
The ground under the slab came out of the canals
Dredging built the pads people’s houses sit on, and the material it used behaves nothing like the ground it replaced.
The original site was mangrove at an elevation that made it uninhabitable, which is why nobody built here for the forty years the Dickman family farmed and grazed it. Making it buildable meant cutting canals and using what came out of them to raise the land. Roughly 55 miles of waterway got dug, and the spoil went into the fingers of ground the streets now run along.
That is engineered ground, and it was assembled for elevation rather than for drainage. What came out of a canal bottom is a mixed material with fine particles in it, laid on top of a low water table on a coastal plain. Water moving down through it meets resistance the sandy flatwoods profile inland does not offer, and water that cannot go down sits laterally instead.
So the difference between an Apollo Beach lot and a lot in inland Hillsborough is not how much rain falls. It is how long the rain stays in the first few feet of soil beside the wall. An inland yard on sand takes a summer downpour and looks dry by evening. The same volume on made ground here can keep the strip against the foundation dark and soft for days.
Why the first three feet from the wall are the ones that count
That is the band where a roach makes its living, and the band where drainage decisions actually land.
Everything a household does to the yard concentrates there. Downspouts empty there. Irrigation heads throw there. Mulch is deepest there. On sand, those inputs get absorbed and the strip dries between them. On fill, they accumulate, and the ground beside your foundation becomes permanently damper than the lawn twenty feet out.
That is not a construction defect and no inspection will call it one. The houses are fine. The band around them is simply wetter than it would be somewhere else, and an insect that requires damp shaded conditions reads that band as habitat.
Palmetto bug, not kitchen roach
A damp perimeter builds the large outdoor species, and knowing that before anyone treats anything saves a household from solving the wrong problem.
The roach Floridians call a palmetto bug is the American cockroach, an inch and a half or more, reddish brown, fast, and usually encountered alone at night near a garage, a bathroom, or an exterior wall. UF places it outdoors in moist shaded settings: hollow trees, wood piles, mulch, accumulated organic debris around homes. It is not a housekeeping problem and a spotless kitchen has almost no bearing on whether one turns up in a hallway.
The other one is a different animal entirely. German cockroaches are about half an inch, light brown with two dark stripes behind the head, and they live indoors permanently, breeding in kitchens and bathrooms rather than visiting from outside. They arrive inside something carried through a door rather than by walking across the yard. On this ground the outdoor species is overwhelmingly the one in play, because the ground is what is supporting it. That is worth stating plainly, since a household that assumes it has a cleanliness problem will scrub for months while the actual population sits in wet mulch four feet outside the wall.
A standing inventory, not a seasonal bloom
A population survives a long time on made ground, and the arithmetic behind that is the reason a bad Apollo Beach roach problem feels so persistent.
This is not a fast species. UF puts development from egg to adult at roughly 600 days, with adults living around another 400 after that, and a female producing on the order of 150 offspring across her life. Nymphs emerge from an egg case in about six to eight weeks and take somewhere between six and twelve months to mature.
Read those numbers against a yard. A generation here is measured in years rather than weeks, so the population outside your wall is not a bloom that appears after one wet month and vanishes after one dry one. It is a standing inventory, sitting in whatever ground stays damp enough to carry the immature stages through that long development.
That cuts both ways, and the favorable half is worth knowing. A slow breeding population cannot rebound quickly from a perimeter that stops supporting it. Take away the damp harborage and the numbers do not snap back the following month, because there is no fast generation waiting to fill the gap. What it does mean is that the work is about conditions rather than about knockdown, and that the household expecting an overnight result is measuring the wrong thing.
Does a stormy week here behave differently than it does inland?
It does, and the difference is duration rather than intensity.
UF notes that infestations of this species can follow heavy rainfall, when saturated outdoor harborage pushes them toward shelter. That mechanism operates everywhere in Tampa Bay. What changes on filled low ground is how long the saturation lasts. Inland, a storm week is a spike: the ground floods, the population moves, the soil drains, and things settle. Here the drying step takes considerably longer, so the pressure against the wall stays elevated well after the sky clears.
Hurricane season is the extreme version of the same arithmetic, and Apollo Beach has taken real water. When a tropical system arrives, the yard does not just get rained on. Low ground near the bay collects, drainage runs at capacity or past it, and the perimeter that normally takes days to dry takes considerably longer than that. The dry months do not empty the ground
This is the part that catches households out.
Cooling weather and fewer storms genuinely reduce sightings, and a household that suspends service in November often gets away with it for a while. What has actually happened is that development slowed and the surface dried, while the harborage under the mulch and against the foundation kept enough moisture to carry the population through. Irrigation supplies a good deal of that on its own, since a lawn schedule set in July does not know the rain stopped.
There is also no cold reset on this coast. Nothing freezes, nothing dies back, and the outdoor population that thinned rather than ended is standing ready when the first warm wet stretch arrives. Four fixes that outrank any spray
Drying an Apollo Beach perimeter is drainage work, not spray work, and it goes in a specific order because the items are not equally powerful.
Roof water comes first. A downspout emptying at the base of a wall delivers the entire roof plane’s rainfall into the exact band that is already slow to drain. Extending the discharge well out from the foundation moves that volume to ground that can afford it.
Grade comes second. The first several feet out from the slab want to fall away from the house, and on made ground that has settled unevenly over decades, plenty of Apollo Beach lots no longer do.
Irrigation comes third, and it is the item households find hardest to believe. A head throwing against the block face, or a zone running long enough that the bed against the wall never dries between cycles, keeps the perimeter damp through months when there is no rain at all. Turning that head or shifting the schedule fixes a problem no product addresses.
Then the material sitting on the ground. Mulch pulled back off the foundation, ground cover trimmed off the wall, stored items moved away from the block, and the debris pile that has been in the side yard since spring cleared out. Each is both shade and moisture retention, and each sits in the band that matters. Vegetation actually touching the wall belongs on the same list, because UF notes this roach also enters buildings from trees and shrubs alongside them.
Sealing work that stays done
A roach crosses into an Apollo Beach house at a small number of predictable places, and the list is worth having because sealing them is durable work.
The base of the exterior wall, where stucco or siding meets the slab, is where a settled house on fill opens its first gaps. Utility penetrations follow: water, gas, electrical, cable, irrigation, and pool equipment lines, particularly ones added after the original build. Then the garage, which on most of these houses is the busiest doorway, with a bottom seal that wears at the ends and a threshold that rarely sits flat against a settled apron. Weep holes, soffit and eave lines, and the screen enclosure door sweep round it out. Where a lanai sits on a slab of its own, the joint between that slab and the house is worth a close look, because two pours made separately move separately.
The drain and trap items are real and they are not the story here. A rarely used bathroom on any Florida house benefits from having water run through it, and it takes a minute. Starting at the foundation strip
A first visit on a filled Apollo Beach lot runs outward from the wall, because that is the direction the problem is organized in.
We start at the foundation strip and read it physically: where the ground is dark and soft, where mulch has matted against the block, where a downspout is discharging, where the grade falls toward the house instead of away, which irrigation heads are wetting the wall, and what has been stored against it. Then the harborage inventory across the rest of the lot. Then the envelope, working the sill line, penetrations, garage seal, and enclosure joints.
Treatment then goes onto the harborage and the perimeter band rather than into a room, because an insect that lives in wet mulch is not reached by anything applied to a kitchen. Interior work happens where there is interior activity, and where a small striped roach is confirmed the whole approach changes to baiting rather than a perimeter.
Why the aisle spray disappoints here
The spray is aimed at the individual. Against the outdoor species it kills the one crossing your floor and does nothing to the population in the ground outside, so the sightings continue on schedule.

Our plumbing is newer than the house and we still get them. Does that rule out the drains?
It moves the drains down the list rather than off it. The palmetto bug in Apollo Beach usually has no plumbing story at all, because the ground itself is doing the work. This community was dredged out of mangrove at low elevation starting in 1957 and the building pads were raised with material pumped out of the canals. Would regrading the yard actually change anything, or is that just an expensive experiment?
Grading changes the one variable that matters most here, so it is worth doing properly rather than partially. The goal is not to make the fill drain like sand, which it will not, but to stop water arriving at the wall in the first place and to give what does arrive a direction to leave in. That means downspouts discharging well out from the foundation instead of at it, a fall away from the slab in the first several feet, and irrigation heads that are not watering the block. Those three together dry the perimeter more reliably than anything sprayed on it, and they hold in years when nobody is thinking about pests.
We are mid block with no canal and no preserve behind us. Are we out of it?
No, and mid block addresses are the ones most surprised by this. The fill is not a waterfront feature. Whole neighborhoods here sit on ground that was raised to become buildable, so a lot with houses on all four sides is standing on the same slow draining material as a lot on the water. What a mid block lot loses is the seawall harborage and the marsh edge. What it keeps is the damp perimeter, which is the part that supports a resident population rather than an occasional visitor.
Does mulch make it worse, or is that just something pest companies say?
It matters here more than it would elsewhere, and the reason is the ground under it. UF lists mulch, woodpiles, and accumulated organic debris among the outdoor places this roach lives, because those materials hold moisture and block light. Spread that over fill that was already draining slowly and you have built a damp shaded layer directly against the wall. The fix is not removing mulch from the property. It is pulling the last several inches back off the foundation so the block face can dry, and keeping the layer thin enough that it does not become a mat.
Winter usually quiets things down. Why does it not seem to here?
Because the thing driving the population on this ground is moisture rather than heat, and moisture does not take a season off on a low coastal plain. The dry months slow development and cut the number of storms saturating the perimeter, so sightings usually thin. What they do not do is empty the harborage, because the fill still holds what irrigation and dew put into it, and Apollo Beach never gets cold enough to reset an outdoor population. Households who stop service in December and restart in May are paying to rebuild the same barrier twice.
